Please explain the issue you experienced in the most condensed way possible
After reloading and/or a ruler death the Vassal Opinion, Popular Opinion and (I think) Vassal Tax contribution from the 'Decentralised Rule' Legacy no longer seems to work. The associated scheme does work. (Calculation of the effects did seem unclear to me before.)

Please explain how to reproduce the issue
Take the legacy or load the save. I assume it happened on ruler death or restarting the game.

Is there anything else you think could help us identify/replicate the issue?
