Please explain the issue you experienced in the most condensed way possible
After selling a truce to a neighbor, I noticed that one line was added to the "offer vassalisation" option: "you have recently been at war -40". Just before the truce, this line wasn't there. Pretty sure I wasn't at war with this guy, ever.

Please explain how to reproduce the issue
Simply check the "offer vassalisation" score before and after selling a truce to that person. If the line "you have recently been at war -40" appears after selling the truce, then it's a bug. Because you've never been at war but you're still penalized for it.
