Please explain the issue you experienced in the most condensed way possible
Chance to find secrets at court or sucess chance of hostile schemes are barely affected by the spymaster's skill.
Please explain how to reproduce the issue
Start a game as Emir Yahya ibn Isma'il of the Dhunnunid Emirate (1066 start) : the bug is obvious there cause the character has 1 in Intrigue, and even with a 22 level spymaster, chance to find secrets at court stays at 0.
If you start in 867 as King Charles II of West Francia, who has 16 Intrigue, depending on which spymaster you take, you'll get very small variations in success chance of his wife's murder, as you can see in the screenshots.
Is there anything else you think could help us identify/replicate the issue?
This doesn't seem to affect other councillors. I haven't checked all the numbers, but they do seem to change in ways that make more sense, so it might be specific to the spymaster.
