Please explain the issue you experienced in the most condensed way possible
If I play the novogorod leader in 867 'Jarl Rurik' who is ruling the duchy-tier realm of Holmgardr (Novgorod), he has no access to tribal conquest CBs anymore. This is a huge bug. Every other tribal is meant to have the casus beli's. He has the CBs 'conquest county' and 'conquest duchy' with adjacent rulers, but not against non adjacent. I have screenshotted proof that even other norse tribals still have those CB's against non-adjacent.
Please explain how to reproduce the issue
Play as the norse 867 ruler of novgorod/holmgardr, his name is Jarl Rurik, right click attack on neighbouring rulers. You will see that you only have conquest duchy and conquest county options against adjacen but not against non adjacent nearby. This is a bug, from the very first day. If you open up any other tribal, they can declare under those options just fine against non-adjacent, including it works as the norse ruler of kiev in 867 just not as the 867 novgorod jarl rurik.
