Please explain the issue you experienced in the most condensed way possible
As described in the title.

Please explain how to reproduce the issue
Open file OR start play with Emir Asanis ibn Awsaga.
Click capital(Alcacer do sal), and click "+" (construct new building)
Hover mouse on any cost, to see it has "Expert Artisans"
Now hover mouse on "Expert Artisans", to see "All Baranis counties...".
This should have been "All Andalusian counties...".

To confirm this, you can check Traditions of Barabis and Andalusian.
