Please explain the issue you experienced in the most condensed way possible
Tooltips are not behaving as they used to or supposed to regardless of setting. Tooltips also go through an open event window.

Please explain how to reproduce the issue
Start any game and observe how tooltips function, they don't disappear, they stay open too long etc. Regardless of the setting.

Is there anything else you think could help us identify/replicate the issue?

This also occurs on my end. I have disabled all my mods and DLCs and have verified the game files. Playing in Windows 10. Really bugs me a lot. I'm reverting back to 1.7.2 for now.

I found this, too, after 1.8.0
This happens when I turn on 'Tooltip in Tooltip'.
After a few chains of tooltip, some of them does not disappear until I turn on another new tooltip.

Thank you for the report! I have verified that this issue does occur in our internal builds and have reported it to our database as part of another forum post that reported the same issue.

Hopefully we will have this fixed as soon as possible!
