Please explain the issue you experienced in the most condensed way possible
The "Truth is Relative" perk makes the spymaster's job "Find Secrets" significantly less likely to actually find secrets. Instead, the event that allows you to fabricate hooks almost always fires.
Please explain how to reproduce the issue
Start a game and let it run for at least a decade, so that ai characters build up lots of secrets. Set your (ideally high-intrigue) spymaster finding secrets, preferably in a court with many people present, such as an Empire. Note how many times out of ten the find secrets task fails. I usually find a ~10% chance of failure. Now, take the "Truth is Relative" perk.
This perk changes the behaviour of the find secrets task so that when it fails, you get an opportunity to fabricate a hook on someone (see screenshot). Note how often the find secrets task now fails. I find that this happens about 90% of the time. This makes the find secrets task almost useless.
Is there anything else you think could help us identify/replicate the issue?
There is a typo in common/on_action/councillor_on_actions.txt
Line 410 (200 = spymaster_task.0381) should start with 20, not 200.
