Please explain the issue you experienced in the most condensed way possible
When Offering vassalization, one would get a "not my de jure liege" modifier if the target is a de jure count-level vassal of the de jure vassal of the offering character. The "rightful liege" modifier only applies to the liege that one contributes to.

Please explain how to reproduce the issue
Start the game as any ruler with any independent de jure count-level vassal that is of two levels or more difference (e.g. Norway in 1066) and try to offer vassalization to said de jure vassal (e.g. Jämtland)

Is there anything else you think could help us identify/replicate the issue?
Not very sure if this is intentional, but I would assume not since it is not described in the patch notes and it works against CKII intuitions

Yep, can confirm. It hurts because offer vassalization was nerfed a lot this patch (especially against non-feudal governments), and this certainly doesn't help.

Thank you for reporting this! We've added this to our database and will look into it. Generally, there will always be a penalty as the Rightful Liege needs to be a single rank higher, but penalties are usually reduced if the Liege is in the same De Jure, which is not the case here.
