Please explain the issue you experienced in the most condensed way possible
Once a saved game is updated to 1.3, the new counties added in this update behave counter-intuitively. Namely, county Mayo, which was cut out from the former county Connacht, isn't now owned by whoever owns Connacht but by the ruler of Breifne. Same goes for Ennis, formerly a part of Thomond, now owned by the ruler of Athlone and, super surprisingly, belonging de jure to the duchy of Meath.

This diverges from the intended setup for 1.3, as new games started in 1.3 assign Mayo to the petty king of Connacht and Ennis to the petty king of Munster (both in terms of ownership and de jure).

Please explain how to reproduce the issue
Open the attached saves in 1.3, look at the counties Ennis and Mayo in Ireland.

The saves represent a completely new game which was started in 1.0.3, then updated to 1.2.2 without doing anything else. The world wasn't unpaused even once, so both saves show provinces as they are in the starting setup. Upon opening in 1.3.1, the wrong setup for new counties is unvariably applied.

The same issue persists in all my ongoing games (started in 1.2.2 or before) upon update to 1.3.1 open beta.

Is there anything else you think could help us identify/replicate the issue?

In addition, both new counties seem to have 0 development. This might be WAD for a 1.2 -> 1.3 game as opposed to a new rebalanced setup in 1.3 games, but pointing it out just in case.
