The decision Request Claim on Ireland does not have checks for: The Kingdom of Ireland already exists + the King of Ireland is Catholic OR All Counties in Ireland are Catholic.

Please explain how to reproduce the issue
Use the Request Claim on Ireland Decision when Ireland is owned by a Catholic King.
