Okay I will try to help you here for a while before I throw you to the wolves in the MP forum wher ethis type of suport is suposed to happen.

Okay so the first thing we know is that it is caused by the operating system, so let's look a little closer at that.

Do you play any other internet games?
Is your Hispeed throught the phone line, cable or sattalite?

Please run a DirectX Diagnostic:
Start menu –Run - then type Dxdiag, then select each tab across the top of the window, and run the tests on each tab. Then select “Save All Information” button in the lower right of the window. This will bring up a dialog box to allow you to select a name for the file where the information will be saved. You can save it right on the desktop as this will make it easy to find. Then copy the contents of that file from the start to the heading that says “DirectX components” then paste what you have copied into a post in this thread.
 
What about my other questions.

Also you do not seam to have the Directplay7 stuff installed.

Just jumping in here.
Looking at what is different between laptop default installs and Desktop installs.
Off the top of my head,
Power Managment
Maybe security settings
not sure what else.
 
Yes but IIIRC install knows what kind of system it is being installed on and has different default settings and even programs that it installs.
