CKII - 3.3.2 (IIVC) Permanent Winter

DESCRIPTION: After looking back through my recordings, I noticed this was present at the start of my game. Essentially: Seemingly every county that CAN have Winter climate, does (Mild, Normal, Severe), there's no reason that this should've occurred, that I can think of.
Visually winters come and go regularly.

DLC: All of them

MODS: The only mod I have enabled is the Colored Buttons mod

REPRODUCTION: I tested a brand new save to see if this issue arose, it did

I've reinstalled the game, it did not fix the issue. It would seem as though all climate is locked into its initial state.

I've created a new save without any DLC and Mods, and am still having this issue. Although, in this save it shows "Current Winter" underneath the Climate. So I had this occur

That's your misunderstanding about "Climate" and Winter
The Climate indicates an average temperature in winter in that province.
When winter comes, the "Current Winter" shows you what actually temperature is.
You might receive a supply debuff, that's actually winter.
