It seems chancelor's claim mission is exploitable. Every time I go negative on money I get to press claim on the county my chancelor is working.
You can say you will get a huge negative treasure, but I see no real big problem with this in my games.

Yes, so you're doing your saving after the claim rather than before, and you've got gimped levies and no access to mercenaries other than Holy Orders while you're doing it. Doesn't strike me as particularly problematic.
 
You didn't get the point. I'm saying that in my games I always get a claim when going on negative treasure. It's not a matter of saving before of after, but following a route that will give you an easy claim.

Let me try and understand this: are you saying that the fabricate claim event fires as soon as you go negative...?
 
I have the impression that it always happen on the province your chancellor in working when you go a good amount on negative. As usually you go deep into negative when you press a claim, it might be related to just having pressed one.
As I said, I can't affirm this for sure, but this happened everytime I pressed a claim, got negative, started right after working on another claim and got the chance to press it again.
