Playing as Germany, whenever Memel is claimed it does not behave like a national province, but rather like an occupied province (always dissent and less than 100% use of resources/improvements).

Is this WAD or a bug?

I had this problem with a custom event, it in fact happens when the region becomes a national province AFTER you got it. :/

Giving the core right away in the event in which you claim Memel should solve the problem. You get it anyway even if they refuse, so, that shouldn't change much.
No idea if it's WAD or a bug, though... :>
