Clan vassals randomly becoming feudal

Description​

I started an Iberian campaign as a Muslim Basque ruler with clan government, later I switched to Era Zaharrak while keeping the clan government. All my vassals in Iberia were originally clan too, but now some of them have become feudal after a faction deposed them, and some vassals of my vassals seem just to be granted a title and randomly becomes feudal, I have to spend tyranny since I want my realm to be clan.

Steps to reproduce​

Start a game as a clan ruler, set up clan vassals, switch to non-Islamic religions

And for some reasons only feudal ruler can take the decision to form Kingdom of Canarias, which is kinda weird.

I'm having a similar issue, I invaded the Caliph as a Norse Duke via an adventure, took a Duchy, went from Tribal to Clan. He then granted me a vassal...which turned me to Feudal.
