I fired up a clash of kings start with Robb Stark, but i noticed that Twyin had 40k event troops, is that suppose to happen or am I supposed to figure out how to defeat his giant death stack?

The North has huge number of levies. You just need to disband and raise all your levies once, then you should immediately march to KL and hope to end siege before Tyrells arrive.
