Closing communication window removes notification

Just got a Popup about a criminal fleeing in my empire and I can give them to the ai empire or keep him. But when I click b (back/zurück) to check where the empire is its gone and I can't view it again and decide what to do.

Same for many other Popups and events.

Not sure if it counts as bug but if not I want to suggest keeping the message in notifications and letting me view other things before deciding. That's often a prioplem with anomaly events.

Xbox 2.8 with all dlc.

Not sure if this is true of all pop ups and events that appear, but if you dismiss a window, an exclamation point (!) appears in the bottom outliner. If you select the exclamation point, the window will reappear.

It does not work with events and popups I tried. They are just gone and you don't know if you declined or accepted.
