The game is not clear on this so I will ask here.

Do you need all four of the buildings to claim the colony?

Why?

It is cheaper to just build churches.

Do all the provinces have to have a building?

If I am required to build all 4 types of buildings then they are more expensive but if I have to have a building in each province, then it is much cheaper to just go, all churches. The in-game hints are not very specific or they are not understandable.

I started colonizing West Africa and when I had all 4 buildings it still wouldn't let me claim the colony.

You must have all four type of colonial buildings (three if inland - no coaling station there :D ) and every province must have a colonial building in it. Then you can claim the state. Note that so long as you have the four buildings it doesn't always matter who owns the the other claims ;)
 
paradox manuals have never been worth a lot (understandable since all their games get patched beyond recognition anyway). But maybe there should be a thread on undocumented features and manual errata like on some of the other paradox boards...
