Colonial dynaism is EU's way of making up for the fact that some countries had more colonists than others in real life
England for instance colonized most of North America along with the French. As opposed to Preussia who did not have any significant colonies.
Thus colonial Dynaism cannot be altered, it is pre-determined.

Colonial dynamism is determined by a data in one of the files which sets number of colonists in given time periods for those countries who have colonial dynamism (Portugal, Spain, England, France, Russia in XVIIth and XVIIIth cty). You can quite easily edit that file and add any additional country and a number of colonists it would be getting).
Colonists.Csv and traders.Csv files. As a ground rule bear in mind 100 means 1 a year.
