Colonial liberation not working

When I release a country like Malaysia, things work fine, with all provinces going to Malaysia - on the other hand, try the same with India (option available in 1941), and despite the hovering dialogue saying a number of provinces will be alocated to them, only Delhi and a couple of others are.

Also they lack a description at startup when selected.
