I don't know whether this has been discussed before, but shouldn't Andalos and Rhoyne should be ruins?

Rhoynar cities are ruins. There are although cities on Rhoyne that have different than Rhoynar origin and weren´t destroyed by Valyria.
Regarding Andalos, IIRC, there were people in the books. It was controlled by Pentos (as in the mod). Unfortunately, in this mod, it tends to get independence almost every time.

Correction : Not all Rhoynar cities are ruins.
 
The Rhoynar was burned by Valyria, the three places that can be played have extremely weak holdings and usually get bombarded with slave raids every game. As for Andalos, it's sort of the same, but even when you manage to create the kingdom, you're still much weaker than the people surrounding you since every province in de jure Andalos each only contains three slots for holdings, all of them with no castle and city upgrades. I think it's meant to show that the Andals just left en mass from Valyria's rapid expansion.
