Occasionally I see a city on fire and I also notice that buildings get destroyed. Why is this and is there anything I can do to prevent it or do about it.

Trust me, it's either a rebellion or your enemy who has marched trough your province and looted it. It does not destroy anything, but you lose income from that province for one year. Your enemy gains nothing, though.
Nope, not at war either. This WAS the fantasia scenario so it could something weird with that one. I haven't seen this in the GC.
