Colonization

I haven't played the mod recently, and I am used to the old system where their is the colonization causes belli for creating the provinces, however I just started a new game as Robert in The Crowned Stag, and it won't let me colonize the province... What am I missing?

You now right click on the county shield of your desired province and select the colonise decision.
