"Colony" Subject Type Tooltip shows tip for "Colony" State Type

Description​

The tooltip for the "Colony" Subject Type that Dominions can be downgraded into displays an explanation of what the "Colony" state-type is, instead of the Subject Type. This is very low player pain for myself, since I can just use the wiki or remember things from past experience & familiarity with the genre, but for new players this is probably a very large headache.

Steps to reproduce​

Mouse over the "Colony" Keyword in a Subject-Type Context; specific example below is the keyword as it appears in nested in the "Decrease Autonomy" Tooltip for the Dutch East Indies.
