Has anyone ever used this Estate Privilege?

You gain:

+1% military tradition per year.

You lose:
-10 absolutism
+30 noble influence
+5 noble influence per general recruited
+20% cost of general recruited

So is it me, or is this such an absurdly garbage choice that no one has ever taken it?

What am I missing?

You miss a good old aristocratic coup, which happened to me when I chose this privilege, focused on my military tradition which I considered too low.

I've never used it myself but have seen Florryworry use it for very hard starts because he finds the increased AT makes up for the enormous disadvantages (which aren't as much of a problem when you're an OPM)
Well, F in the chat for Command of the military because it's gone either way.
- The Noble estate privilege "Command of the Military" is now only visible to Dai Viet as it was never intended to be a privilege used by other countries.
From the 1.33 beta patch notes.

I used it once without reading the fine print. Once I noticed the nobility influence at 100% with no way to decrease it, I restarted. In my opinion, it has the worst trade offs of any privilege.

I played a game as Vietnam the other day, they start with this privilege already in place. I kinda think its suppose to be garbage.
Yes, it's supposed to be a garbage privilege that limits the capabilities of a nation, like Inwards Perfection for Korea, Concede to the Prussian Confederation for the Teutons, and the Pacta Conventa for Poland.

Hmm... I didn't consider that some people might pick it intentionally to chastise themselves when I limited it to Dai Viet.

Florry not only plays Very Hard by default, but often what he calls no balls - No Save Scumming, no Allies, no Loans. For starts like Saruhan this has forced him to try and squeeze every possible advantage he can get, and when one battle can decide the war, Army Tradition is paramount
