In the capacity that the vassals who didn't make into the council, should be expected to at least give a command. Because in CK2 there is little reason to do it, when you can appoint the people with the highest martial attribute, even if they are just a lowborn landless courtier.
This is a historical struggle, where unskilled aristocrats expected to get the position by merit of their blood alone, even when there were capable lowborn officers. Hence, the rulers who choose to promote merit over aristocracy had to risk alienating the nobility.

I don't think nobles would want to die because of their poor battle skills just for the sake of having a position. They would would prefer a safer position i guess.
Probably too much micro aswell, dealing with knights might be boresome, the only thing you'd look at would be their martial skill and traits, auto-assignement can probably doing it well.
 
You don't need to appoint landed characters as commanders to have them lead an army. Just have them lead their own levies when raised. But levies in CK3 apparently aren't going to work the same as in CK2, so who knows.
 
I think the main argument for this would not have to be based in reality but the fact it make commanders more interesting than being just pick the 4 or so best people for the job, which is not interesting at all;)

Maybe we could give other advantages to appointing a vassal as a commander, maybe like they would bring with them more of their levy to you?
 
I think that Commander positions should be very desired in Byzantine or Islamic world, where standing armies played quite important role even in CK time period.

In feudal states they might be bit more desired than in CK2, but not too much.

Well, that's the way it works in Imperator, where commanders are sometimes even more important than council members...
for Imperator it makes sense, since in its time period there were standing armies and being their commander meant source of power.
