I'm only just realizing I have never built a megaplex this game, and the megaplex is listed as a separate building while commerical zones do not upgrade. Is this a bug? Or is it like, a change where they made megaplexes a planetary unique that is a separate building?
 
Quite many buildings were changed with 4.0-update.

Now they are unique planetary buildings that provide buffs to the jobs in their category. Commerce Megaplexes reducing Trader upkeep by 20% in addition of +200 (300) Trader jobs.

Some buildings (purposefully, don't ask me why) lost their upgrade pathes and instead get some planet unique buildings to compensate.

And the even weirder cases of several buildings get a planetary unique upgrade such as wilderness and entertainers. Which TBH I like better as the AI doesn't have to use all its brain cells to reserve a slot to place them correctly and just upgrades one at the end when its unlocked. This would probably fix a bunch of stuff for all the buildings to be setup that way. Though it necessitates saving the upgrade to efficiency and upkeep until after the building max level is unlocked. I mean I don't think anyone is going to suggest that the current 600 jobs from the alloy building is really balanced anyway. Removing that layer and swapping it to a planet unique upgrade that gives the bonuses would seriously improve balance at the planet level.

I don't think they should get rid of job producing buildings, especially because they are critical early game, but making the high end versions less OP would be a major step forward in preventing not producing so many freaking resources a planet.
