Interesting. I get similar results.
As France: 70% starting compliance, up to 80% by focus.
Go down the Fascist path, 'fa' for instant NF completion. Take a few decisions, and can flip fascist via foci without unpausing.
Immediate cut to 40% compliance.

Tested again, non-aligned path.
Had to wait for a 1 year mechanic due to the path, but on 1JAN37 before hitting the button to switch ruling party, was at 71% compliance (had raised to 80% from a focus, before falling over the year to 71% due to being on Military Governor... which is what I thought happened in your case, but apparently not). Immediately (without unpausing) dropped to 35% compliance across the board. Very interesting, I didn't know this was a thing.

Last but not least. Commie path. 80% before flipping ruling party. 40% afterwards.

The same with turkey and going ottoman empire but i thought always it was intended but its now seeming like a bug. You flip turkey from non aligned to democratic and then non aligned with a civil war and you have 0 compliance in krudish terretories

What made you change your mind on it being a bug? I always figured it was intended as you are losing compliance due to severe societal upheaval and associated instability. I'm rather certain it is not a bug in fact.

Well that's the thing, it certainly could be. But have no way to know if it's intended unless QA comes thru this thread and marks it as such, or we are blessed by a dev themselves stopping by.

I did a quick check on the wiki, since we're there. The compliance section starts with; Compliance is a representation of a non-core territory's population's loyalty to the occupying regime.

Further along; If a non-core state switches owners, its new owner will receive 0.5x of the old owner's compliance in that state.

To me this makes it clear that this interaction is intended but sure it would be cool to have a dev weighing in.

Oh, good find. Although, now I wonder if whoever wrote that blurb on the wiki knew the devs' intent, or was working backwards (merely correctly describing the game behavior as observed).

i see but still the question is if you switch tag not though a civil war that it need to be 0.5 or just like 0.1 or 0.2 because you changed peacefully? like going democratic should not let you loose 0.5.
