Concentration Camps are one of the most tragic facts of WW2.As the most complicated and realistic game about WW2 they might be involved with HOI in some way.I don't have a definite idea how to do that.Maybe building like other structures in a province or through policy...
Their effects are decreasing partisan activity and dissent.On the other hand they strongly increase belligerence.
And there should be a pre-requirement to build them: The ideology is to be fascist,national socialist or stalinist (democracy < 3)
