Sounds like maybe you were messing around with a mod or editing files.

Do a complete uninstall, then a manual uninstall following the directions in the sticky thread on the subject.
 
File associations should not affect the game loading those files.

Only if you click on that file to try and load the game.
 
The game only runs in 1024x768, it is the only resolution, so HOI2 does not have a config program that allows you to change res.

As for User made mods, we do not support them since we have no idea what they have changed.

Microsoft has implemented a couple of nasty, low level tricks in MS Office. Those tricks overule the normal file loader, and forcibly redirect certain file extentions to MS Office components, even if you tell it to open with, for example, notepad.

Anyway, as I understood the original question, there was a problem with manually editing the settings file, not the game itself being unable to open/load it. ;)

The thing is I know in this case it is not a problem since I have office and the file type is associate with my Office, and it does not effect my game loading.
