Configuration window problems

My Victory configuration window refuses to appear when I open it. the computer is chugging, and the task manager lists the program as open and running, but the window refuses to appear. Is there anyone else who has had this strange problem, and is there a way to change the settings through an ini file or something else instead of using the configuration popup?

edit: This appears to be happening with EUII and HOI as well, so I don't think it can be attributed specifically to my victoria installation

1) Set the color depth to 16BIT
2) Turn off everything in the background like E-mail/ICQ/Messenger, Virus protection and everything in the system tray beside the clock.

You can also edit the config file with wordpad.

Editing the config file worked perfectly! Now I can play Vicky in 1280 x 960 - the way it was meant to be! - Danke!
