Currently outside connections always spawn both passenger and cargo vehicles as dummy traffic, running from one city to the other.
Especially for public transport vehicles that sometimes is inconvenient, especially for rail but also for road as that leads to cargo trains running on networks intended for passenger trains as well as large trucks running through portions of the city one does not want them to run.

While you can somewhat ban heavy trucks through district policies that isn't really convenient if I just want to ban them from using one specific road coming from the outside. Also this does not work for trains and ships.

It would be nice to have a simple toggle on outside connections like we had on C:S1 station buildings for international vehicles. An idea is shown on my screenshot as being some rough prototype
