Update: Bug report has been answered, the change was unintentional and is already fixed internally. Hurrah!

As title, as of 1.2 modifiers can no longer reduce building to below base throughput amount. This means many vanilla event modifiers / state traits, e.g. agriculture debuffs in deserts, only make a difference if there are positive modifiers to nullify. It obviously also reduce its utility for mod makers.

I have a hard time seeing how this could be an intentional change, since it soft-breaks existing content. There is an open bug report on the issue, and I encourage everyone to upvote it to get dev attention:

Update: Two weeks have passed, but still no feedback on the bug report. This is in spite of it having the most upvotes in the first 5 pages.

Is it easier to reach PDX via Discord these days? I really haven't kept up with things in the last few years
