I pressed my claim on an admin empire. Now my vassal limit is egregiously bloated. Need money to make kingdom realms but vassals basically give nothing now. What can I do to get back to my vassal limit?

The conquered vassals all hate me, so becoming administrative is not really an option until this has stabilized.

If you are suffering massive tax penalties, it might be best to grant independence to a bunch of dukes who are de jure under the empire title you now possess. This means you can re-conquer them very cheaply later as de jure territory. If you're lucky enough to be positioned for any of these, here are some other things you can try:
  • If you've been picking up Diplomacy Perks and can fabricate claims on artifacts, try to steal the Reichskrone from the HRE (+25 vassal limit) or Crown of Justinian from Byzantine Empire (+10).
  • If you are in a position to hybridize cultures, try to hybridize with someone who will give you Ermine Cloaks innovation (+20), Legalistic tradition (+30), or an Egalitarian Ethos (+10).
  • If you can't afford to make kingdoms, try making duchies to at least get rid of some counts.

Let succession play out and move from there. Treat your character like an Alexander figure and fight for your scrap of the empire. Even better if you still have partition, give all your kids a chunk and enjoy the Thunderdome

Update. Looks like I can grant independence to admin vassals. Does that have any kind of drawback involved? I intend to boot out all those with realm size 0.
I looked into this for you and tested it myself. It appears that when you grant independence to an administrative vassal, it destroys their family estate title and turns them into a normal wandering courtier (not at your court). This may not be the same after the patch next week because I think I remember them saying something about how landless titles were going to get reworked slightly as part of the free patch.

There does not appear to be any penalty for granting independence to admin vassals who have no realm, but it appears that it is impossible to grant independence to de jure administrative vassals (e.g.: currently reigning strategoi) through direct interaction. If you have any vassals who are not de jure vassals (for example, Theme of Kerch is a Byzantine holding in 1066 which is not de jure part of the empire), you may grant them independence, which feudalizes them if they are duke tier or lower. No penalty for doing this.
