conquistadores and explorers: How do you get them?

Hi guys,

newbie here so please bear with me. I read both FAQs but still have a question. In the GC, if how do you get explorers and conquistadors if you're not spain or portugal?

Iplayed as England in the GC until 1500 and still not able to go to north america. Historically speaking, John Cabot So my question is how do I find Newfoudland without having to wait for Navel tech 21?

I was saying that historically speaking, John Cabot or
Giovanni Cabotto found Newfoundland in 1497.

How do I find Newfoundland for england without
having to wait for tech 21?
