I see that the presence of a Conquistador in a territory raises the chance of successful placement of traders or settlers. At what point is this calculated? In others words, to get the benefit does he need to be there

- when the colonist is dispatched?
- when the colonist arrives?
- the whole time?

When settler is dispatched.
 
So I can move him out of the target province after the settler is dispatched and I still get the bonus?
