I've just attained a level that allows me to build conscription centers. That sounds great. How does one go about building one?

You can build CC's in your core provinces, the ones on which you have a shield in the diplomatic map. Just right click and click 'Build Conscription Center'
My advice is to build a CC in a province with a large manpower value.
Building a CC in a province with a small manpower value will limit its effectivness.
However, you may wish to build one close to an enemy's border so you can move large armies to the front faster. It depends on your war plans.

Yup for some countries CC will be more valuable then others. For France it can be more useful (lot's of CB provinces) than for Milan for example
Thanks for all the good info. I missed the core province requirement. That explains why I couldn't build one where I wanted.

I think he meant that the value of cotton rises, making cotton-provs more valuable. Just like when you build those "naval-manufacturies"
(i have forgotten the english name) the value of provs with naval supplies rise.....
