[Console] Programs constantly reset

Everytime I load the game up again, my programs, punishment policy and menu stats are set to default/zero. My warden and dogs of choice have also been reverted to the default ones. This makes it impossible to run the longer programs succesfully.

I have the exact same thing and it's really annoying because now I keep checking the programs the whole time. And still my prison sometimes goes into distress because they disappeared again.... Im playing on Series X by the way. Really hope theres an easy fix for this. Is there any possibility this is linked to gangs?

I have gangs turned off in my prison, so I don’t think it can be that.
