Constant Scrolling on PS4 Version

Playing Cities Skylines with all expansion packs on PS4 and encountered one weird issue - the cursor just scrolls from time to time without me pushing anything.

Occasionally it will just start scrolling, as if I'm moving R3, usually in an upward direction. Sometimes it will be while I'm holding a button to build something. For example in one occasion it veered off upwards just as I was positioning a road, resulting in a gigantic road across the screen.

Any suggestions anyone? (No mods, no changes, all settings still in default).

Are you playing with an unofficial controller, or are you playing through Remote Play?
Another thing could be that Bluetooth from another device is interfering with your controller's.

No Remote Play, and an official controller. The Bluetooth is an angle I didn't think of though. Thanks! I'll give it a try and report back.
