It must be a bug. I built a coaling station on Lake Victoire. This was destroyed by the natives. I started builidng a new one - and construction is still going on, six years after itwas slated to be finished. As a consequence I cannot annex Kenya as a colony (got thye Mombasa TP from Oman).
