While in the construction tab, you can get counts of factories in states, which for your own seems reasonable enough. However, these factory lists, which also include in-construction factories, also extend to exact counts in other countries that you don't have enough intel on to get exact factory counts.
Steps to Reproduce
Open construction tab; click any state building; hover over any state not owned by you
