Summary​

"contains tribal holding" warning when trying to construct new holdings (castles/temples/cities)

Description​

When trying to construct a new holding in my realm (with the proper techs) there is a warning for the requirment "county of [insert county here] has a tribal holding" despite being feudal .

exceptions to this error are when constructing a duplicate holding of one that already exists in said holding (for example in the county of Roma, holdings of Paterno and Palo when constructing a temple or city)

Steps to reproduce​

1) play as any character whose culture has the "City Planning" Innovation
2) select a holding with no castle/city/temple
3) select "construct new holding"
4) error appears when hovering over options that are greyed out (even a little red (!) is present)

Same here, can't build a castle in Barony of Kincora in the tutorial campaign. Despite it being in my territory and run my me, I cannot build because it's "tribal" and there is no obvious option or method to fix this.

Edit: ALL of my land (the land I started with in the tutorial) is Tribal despite my kingdom being feudal.

Edit 2: Rolled back to Robe (1.8.2) Checksum 552f. Issue is NOT present - I can build in territories that are listed as tribal in 1.9. This implies a brand new bug in one of the latest builds.

Edit 3: Maybe it's a false positive? I'm working on testing now, but Reddit reports say that the "tribal" warning is only present if another build condition is not met (money, castle, etc) and does not actually prevent one from building there.
