Control vs Hold

Several Empire creation decisions require that you hold a title and not control it.
Except holding all of the titles would usually the two duchy limit, causing hits with vassals and taxation.

Could this be changed from "personally hold" to "control", or if not, could I get a explanation why.

Most of the empire creation rules were written by Shaytana (the decisions were written later, but follow the creation rules for the title), and may predate the 2 duchy limit.

So are you going to change them to better fit the current restrictions?

Empire creation requirements have been changed so all duchy and most county requirements are now "completely controls" rather than "has landed title"
