Cost of Factory

I would like knowing one thing : What files ca i chnage i want that the construction of one factory cost IC and money ?

I tried to change the buldings costs file but the game doesn't understand if i add a line 'money' in this file.

As far as I know, buildings and units can only cost IC, no resources.

Jupp, it seems hardcoded that way.
As far as I know, you can only add manpower.
(I did that in the AHOI-Mod)
But I also never tried oil, supplies etc. ..
