I do not know if there is plan to keep, modify or remove the council voting on different actions (DLC conclave). If it's there, I would love the system to be extended to not be a simple vote on 1 item (which is really frustrating) but something that could be cumulative over multiple items.

For instance, I want to give a title to nephew while the action is under council approval. And let say, none of the council member are willing to approve this action.
I could propose to go to war for my chancellor claim on other realm, transfer a vassal under my spymaster, propose to pass a law that my marshal would like, give a large sum of cash to my councilor...

Basically, create a larger agenda when voting so that the ruler has more actions to influence the council and also bring some benefits to the council members who can now declare their goal hoping for the liege to come and propose it as a gesture to accept his own request.

Each item could have a bonus or malus on all the council member wish for the agenda and bringing more positive than negative to the agenda would ensure a positive vote.
If an agenda is a lot in negative for one member, he could be unsatisfied which could lead him to create/join faction, have a lesser opinion of the ruler...
 
I also would like more complexity in dealings with the council, and also options for different council arrangements. As I've said elsewhere, I'd kill for government types built modularly like the new religions so that you could swap out a council for, say, a witenagemot or thing or what have you.

That would however require a deeper and more engaging system of character interests so that a character may want, simultaneously, more money and more titles and revenge against a rival and a change in law, all of which are resonant with the character's traits, lifestyle, and broader goals. That would then enable a more complex set of options for the ruler to engage with vassals and courtiers.

If the stated goal of CK3 is to deepen the focus on characters, I'd like to see a new system of interests that will enable the complex negotiations that you propose.
 
I'm really hoping the new system of "hooks" as a more nuanced evolution of favours will be able to deliver these goals. I don't think I've seen any confirmation that council mechanics will still be in CK3 on release, but I'm hoping so. Hard to imagine playing without them now. Eagerly looking forward to a dev diary on the topic anyway.

That's... a good point actually. We know the positions still exist, but there's no guarantee whatsoever that they have the same impact on governance.

I think it's a very interesting system. I also think that not only councilors should have such expectations. For exemple old, prestigious noble families should expect to be granted titles, and deciding to give it to low nobility (your unlanded but skilled councilor) instead should cause tensions in the realm. CK2 makes it too easy to play with meritocracy, when the social hierarchy was very strict.

I do agree with the overall council agenda, but in a way it's very close to the favour system. I think it could be done by expanding the system, and simply people being more keen to refusing to hand out favours for things they don't really want or need, and expanding the possible uses. The thing I'm probably most looking forward is the deepening of vassal/liege interactions.

There definitely need to be more ways to influence people than just bribing/buying favors. In CK2 it's too easy to just throw money around to buy everyone. I'd ditch the universal favors and keep bribes, but make it so that not everyone is corrupt. Or at least not corrupted so easily. For example you can't bribe someone to vote against their own interests. That would require blackmail

The hooks system is probably something more permanent until you ask something too big. Favour are just 1 hit
