Counter-Reforned After Edict of Tolerance?

In my last GC game as Austria, I went CR to some colonists. After the EoT I was forced to go back to Catholic, I didn't like this since no more colonist so I went and was able to return to CR. However after that there was no way to change back.

Doing some research here I noticed that you CR is not an option after the EoT.

Has anyone else seen this?
