County bordering check sometimes fails when trying to make someone tributary

Description​

I cannot make a nomad ruler pay me a tribute, as the tooltip say that his land doesn't border mine or one of my tributaries. However, the county right next to him (see attached file) is a tributary of mine

Steps to reproduce​

Start the attached save file and try to make the county of Kimeks Karkaralyide a tributary

Hello there! So this is technically working as designed, believe it or not. The reason you can't make them a tributary is because your current tributary is disconnected from your lands, and will break free from you within a short amount of time. However, it is definitely a problem that it doesn't inform you that the chain of land connections is broken, so I've added the issue to our database. Hope the information cleared up some confusion, and thank you for being vigilant!
