Has the game ever worked on this machine? Or never yet?

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

From your Documents/Paradox Interactive/Victoria3/logs/ folder, attach here system.log , error.log , exceptions.log

I have played 280+ hours on this PC. There is no any "exception.log" in my folder

There are some hangs in CK3 shown in that dxdiag, but no mention of this game crashing or hanging.

You may as well update that nVidia driver to June 2023 https://www.nvidia.com/Download/index.aspx?lang=en-us

That error log looks pretty bad - are you using a translation or other mod at all?

And, what fps are you seeing as it loads? Anything over 60?
 
I have already updated Nvidia driver and i don't use any mods on VIctoria 3 at all. I can't even see fps when the game loads. It crushes after 2 seconds in the first load screen.

You mean since you posted the above dxdiag? Because it doesn't show the latest driver.

Then try this update:

If none of those help, make a new Windows user and log into this machine with that - any different then?
 
Then either the default Windows user profile is corrupt, or it is loading some app or utility that is getting in the way.

When logged in as it, disable all startup items that you can then reboot, Does it still have this problem?
