Crash on first startup

Whenever I try to start up the game for the first time, I get an error that tells me to start the first time through steam. I am starting from steam...
Does anyone have any idea what I might try? Support site suggestions of manually installing dxsetup does no good, that file doesn't exist. Screen recording .gif attached.

Edit: I've verified game integrity, it was fine. Uninstalled and reinstalled anyway. Verified integrity again, it was fine.

Not sure I've ever seen that Steam error, on any game ... !

I assume say CSL runs from this Steam account okay?

Yea. This Steam account/machine plays everything else just fine. For what it's worth, the game does create log files, but no settings file.

Went to betas tab and tried older versions. 3.2.1 seems to do the trick. I'm definitely on a 64-bit processor but the problem seems to be with 64-bit versions.

After reverting to 3.2.1, then opting out of all beta programs after a successful launch, I've got it fixed.
