Both on Metaserver and Single Player campaign, I get to the start game screen, can choose my country, but when I click Start Game, or the Host starts the game, the load screens start to pop up, when suddenly I get an error that says, "Rome has stopped Working". I'm running Windows Vista, and this is a new problem because it has worked in the past.

Try deleting the files only in the /map/cache/ directory. If that doesn't help, try a complete reinstall outside the system path: First move any valued save games elsewhere. Then uninstall the game, and then manually delete the game directory - this is important. Reinstall Rome:Gold - choose a new directory like c:\games\rome instead of the suggested path. Then apply the 2.2 patch over Rome:Gold.

I love this game, but this crashing business is getting out of control. I'm in the middle of playing and it just crashes. And it happens repeatedly... It's getting pretty frustrating. Any suggestions? It happens mostly when I'm playing online.

You mean apart from the suggestions I already offered in post #2 ... you tried both those? Did they have any effect whatsoever? I guess so since you can now at least start playing, but when you don't update the thread with the outcomes it leaves us all in the dark.

Check out this thread http://www.europa-universalis.com/forum/showthread.php?t=464757 . If that doesn't help:

Please run DXDIAG, Save All Info, and post dxdiag.txt here (first delete everything after the Sound Devices section so it will fit). Also post your Rome/settings.txt and Rome/logs/system.log files. Note that if you use Vista/Win7 and have installed the game in the suggested folder c:\Program Files\Paradox Interactive\Rome\, the active versions of these last two files will have been redirected by Vista/win7 to a non-system directory, like c:\Users\[name]\AppData\Local\VirtualStore\Program Files\Paradox Interactive\Europa Universalis - Rome\, where [name] is your Vista/Win7 user name. You may have to search your C: drive for them.
